However, this time it was way different, and while we were expecting an angry, vindictive Hearing Master by the name of Jon Norheim, we met with a more pleasant and accommodating person.
During two Clark County Commissioners meetings, Norheim was exposed as a puppet of those in charge of the Public Guardian’s office and also abusive of the robe he wears; many victims of the Public Guardian paraded in front of the county commissioners to expose Norheim for the first time with newly appointed Eighth Judicial District Court Chief
Judge David Barker on their side.
We arrived early and sat through two previous cases before the North case was called to order; during those two previous cases we wondered if we were in the wrong courtroom; after all, it would not be the first time that one judge replaced another without changing the name on the bench.
Norheim was friendly, sympathetic and supportive of those people appearing before him asking for help and justice for their elder family members; but of course he was able to see the light at the end of the tunnel and that the help and justice was not coming from him but from Chief Judge Barker and his now-allies in the county commission who, after 17 years of silence regarding all the stories that appeared in the Las Vegas Tribune, are now ready to step in and
bring justice and peace of mind to those victims of the Public Administrator and Public Guardian who for years have terrorized the elders that ended up in their custody.
Jon Norheim — just before he took private, for-profit guardian April Parks off the case of Rudy and Rennie North and gave the case to their daughter — told Rudy North, “That is an enormous problem! That is no technical problem; that is a big, enormous, major problem!” “She (April Park) will not have any authority from this court to act on behalf of your mom and dad,” Hearing Master Norheim told her daughter, Julie Belshies.
Rudy North took his time addressing Hearing Master Jon Norheim, explaining that he is capable of caring for his wife and himself on his own without the help of April Park.
For years the Public Guardian was a money mill for Jared Shafer and his gang, acting as they pleased and taking people’s money, property and even kidnapping them to take control of their bank accounts.
In 2006 Las Vegas Tribune’s Fred Couzens quoted the daughter of one of Shafer’s victims as saying “…When we got to… Chancellor (Gardens) we found the conditions were filthy and Marcy said, ‘Heidi, I want to come with you to California. Please get me out of here’ even though she was placed there by… (Clark County Department of) Social
Services,” Charles said. “Marcy actually begged Heidi to take her to California… that was in September 2006. We went back again in November and Marcy didn’t look well and again she begged us and we went in front of Commissioner
Norheim. (He) told us that we could submit a plan, but that he wasn’t really going to listen to it. When our attorney asked why, (Norheim) said that we weren’t residents of Nevada and therefore we really didn’t have any say in the care of Marcy.”
The April 30th Las Vegas Tribune editorial explained it clearly: “Since the first time the Las Vegas Tribune saw the light of day, we have been on a mission to expose corruption at all levels of government. We have been known for taking on cases that no one else would dare to take on, unless they had an ulterior motive, as a benefit to someone else on a higher level of power, or as a payback favor.
From day one we have been exposing all the wrongdoings of the infamous Family Court and we like to think that within the first year we were instrumental in taking former Family Court Judge Fran Fine off the bench.
We have taken the initiative in exposing Judge Frank Sullivan’s badbehavior for taking children from their parents and trying to give them up for adoption.
We are on the record exposing all the wrongdoings of Judge Vincent Ochoa for disrespecting and abusing litigants from the bench. We have tried and tried in every edition of this humble newspaper to open the eyes of the voters, the residents of Clark County and the community as a whole to no avail. The system turned its back to our articles and did nothing but badmouth us, calling us anti-government radicals and anti-police radicals, as well as many other derogative names for not bowing down to them.
The same happened with the Public Administrator and the Public Guardian offices under the criminal administration of Jared Shafer.”
As it happened to Marcy a few years back, it was happening to the Norths most recently and they were astonished and scared of the reality; nearly two years ago Rudy and Rennie were enjoying a quiet, loving, life together, but all that changed with a knock on the door.
“There is no doubt that Chief Judge David Barker has reopened a can of worms that we had opened before — and we are planning to support him, all the way, if he is for real, for the benefit of the residents of Clark County, until we see the perpetrator of these shameful crimes out of office and possibly behind bars,”said Las Vegas Tribune’s Managing Editor, Maramis Choufani.
“What happened today was completely amazing,” Julie Belshies told the Las Vegas Tribune during a telephone conversation after the court hearing. “[I’m] more than thrilled with this decision to let me actually take over and be part of my parent’s life again,” she added.
